The Belarus government has provided guarantees for the foreign loan as large as €37.826 million that will be used to build two power substations in Minsk, the press service of the Council of Ministers of Belarus told BelTA.
In line with Council of Ministers resolution No. 707 of 12 August 2013 the guarantees have been granted to the German bank AKA Ausfuhrkredit-Gesellschaft mbH for the sake of repaying the loan to be given to Belarusbank for the consequent financing of two investment projects by the Minsk city electrical company Minskenergo. The projects include the construction of a 110/10kV power substation in the residential area Kamennaya Gorka with the RES-6 unit as the base and two 110kV power lines (the first stage without building the RES-6 base) and the construction of a 110/10kV substation Brestskaya with 110kV power lines. The guarantees also cover interest rate payments and other fees involved.
The Council of Ministers resolution has determined Belarusbank as the bank to service the guaranteed loan. The resolution stipulates the personal responsibility of the Director General of the national electrical company Belenergo and the Director General of the Minsk city electrical company Minskenergo for implementing the investment projects, for paying out the loan, interest rate payments and other fees.
The resolution was published on the national legal information website on 15 August and came into force on the publication date.
According to Minskenergo, the substation Brestskaya will be located in Minsk’s southwest close to the Minsk-Stolbtsy railroad. It will provide power to the residential area Druzhba, which is under construction, and homes built along Dzerzhinskogo Avenue. The project’s implementation envisages the construction of a power substation and two 110/10kV transformers with the output capacity of 40MVA each. The substation will be fed by two 110kV power lines as long as 4.2km from the 110kV power substation Kurasovshchina.
The power substation Kamennaya Gorka will be located in Minsk’s northwest and will be designed to feed power to consumers of the residential area Kamennaya Gorka, which is under construction. The power substation will have two transformers with the output capacity of 40MVA each. The substation will be fed by two 110kV power lines as long as 6.7km from the 110kV power substation Sukharevo and the 110kV power substation Zhdanovichi.
